Dr. Julia M. McMillan is a passionate leader, visionary, and scholar dedicated to equipping believers for impactful ministry. A native of Fayetteville, NC, she has shared over 40 years of marriage with her husband, Associate Pastor Elder Terry S. McMillan. They are the proud parents of three children and doting grandparents of three.

Dr. McMillan's academic journey is as impressive as her ministry. She holds a Bachelor of Arts in English & Communications from Virginia State University, an MBA from Florida Metropolitan University, and multiple theological degrees, including a Master of Religion, Master of Divinity, and Doctor of Ministry from Liberty Baptist Theological Seminary. She is currently pursuing a Ph.D. in Theology & Ethics in the Church at Beth Rapha Bible College & Theological Seminary, under the esteemed leadership of Bishop Jacqueline E. McCullough. She also serves as a Professor of Organizational Ethics at Liberty University.

In 2009, Dr. McMillan launched Dr. Julia M. McMillan Ministries, a global platform focused on Reaching, Restoring, Renewing, and Reshaping lives. A dynamic and transformative preacher, she is a sought-after speaker at conferences, leadership training events, Bible institutes, universities, and ministerial ethics seminars.

As the Founder and Senior Pastor of New Dawn Restoration Center in Tampa, Florida, Dr. McMillan is committed to the Deliverance, Development, and Deployment of those entrusted to her leadership. Her mission is to equip the saints for the work of the ministry, empowering them to walk boldly in their God-given purpose. On June 27, 2013, she was installed as Overseer, and on June 28, 2019, she was consecrated as Bishop in the Lord’s Church by Bishop David M. Copeland, Presiding Prelate of the Kingdom Council of Interdependent Churches & Ministries.

A thought leader and author, Dr. McMillan penned the groundbreaking book, "Prophetic Crack: Pushers in the Pulpit, Addicts in the Pews," a bold and eye-opening discourse on church leadership, ethics, and integrity.

In this season of her ministry, Dr. McMillan is embracing a new chapter as she transitions to focus on Ark 6:20, Inc., a movement dedicated to fostering accountability, security, and effective ministry among clergy and kingdom laborers. With her wealth of experience and unwavering commitment to the kingdom, she is committed to strengthening leaders, cultivating ethical ministry practices, and ensuring the next generation of church leadership is equipped to serve with integrity and purpose.
